Applications for Cotia's PNAB Cultural Projects Funding Notice No. 03/2026 are open until October 18, 2026, at 11:59 p.m., Brasília time. Participation is free and takes place exclusively online. The notice provides for the selection of 89 projects, distributed across five fixed-value funding modules. To apply, a cultural agent must meet the eligibility rules and submit both applicant documents and the files that make up the project at the application stage.
The most important point for anyone planning to apply is to prepare the PDFs before opening the form. The notice states that, after submission, changes to the applicant, project, or project purpose will not be allowed, and documents cannot be sent or resent. It is therefore worth checking the documentation, file legibility, and required order before completing the submission.
Who can apply to Cotia PNAB Notice 03/2026
Cultural agents who have lived in or been headquartered in Cotia for at least one year and who can prove continuous cultural activity through a portfolio may apply. Registration in Cotia's Cultural Map is described in the notice as desirable, not as a mandatory eligibility condition.
- Individual applicant: must be at least 18 years old at the time of application and prove residence in Cotia for at least one year, counted up to the last day of the application period.
- For-profit legal entity: must operate in the cultural sector, have been headquartered in Cotia for at least one year, and present a CNAE business activity code compatible with the notice. For a MEI microentrepreneur, compatibility may be verified through the primary or secondary activity listed in the certificate.
- Nonprofit legal entity: associations, foundations, institutes, cooperatives, and other cultural-sector organizations may apply if they have been headquartered in the municipality for at least one year and have a compatible CNAE code.
- Group or collective without a CNPJ: must be represented by an individual aged 18 or older who has lived in Cotia for at least one year. Representation must be formalized through a declaration signed by the other members.
The notice allows proof of residence to be waived in specific situations, including cultural agents belonging to Indigenous, quilombola, Roma, or circus communities, nomadic or itinerant populations, and people experiencing homelessness. This rule should be read together with the remaining documentation required for the chosen applicant type.
Who should check participation restrictions before submitting
Some situations bar participation. They include direct involvement in drafting the notice, analyzing proposals, or judging appeals; certain family relationships with a public employee involved in those stages; holding some public offices listed in the notice; being in default regarding the Aldir Blanc Law in Cotia; and the specific restriction on cultural agents who have already been applicants in PNAB Cycle 2 notices published by other municipalities where they operate, whether or not they received funding.
Each applicant may submit up to two projects in different modules and may receive funding for no more than one. The notice also bars simultaneous applications that amount to the same person competing as an individual and, at the same time, through a company they direct, or as an individual and as the same MEI.
The five modules and the number of projects to be selected
| Module | Fixed amount per selected project | Planned number |
|---|---|---|
| I | R$ 5,000.00 | 21 projects |
| II | R$ 10,100.00 | 20 projects |
| III | R$ 15,000.00 | 21 projects |
| IV | R$ 20,000.00 | 16 projects |
| V | R$ 30,000.00 | 11 projects |
The notice provides for 89 projects and a total budget of R$ 1,272,000.00. This overall amount is not an individual award promised to any applicant. Each selected project receives the fixed amount corresponding to the chosen module, subject to the notice rules, ranking, and subsequent stages.
Document checklist for an individual applicant or representative of a collective
For an individual applicant or the representative of a collective without a CNPJ, the notice requires the applicant documents to be submitted in a single PDF and in the specified order:
- a simple copy of an official identity document showing RG number, CPF, and photo;
- racial or disability self-declaration if the applicant chooses to compete for reserved quota places;
- group or collective representation declaration when applying on behalf of a collective without a CNPJ;
- proof of residence in Cotia dated at least one year before the last day of applications;
- current proof of residence in Cotia, dated no earlier than the month before the application.
For current proof of residence, the notice gives examples such as tax notices, water, electricity, gas or telephone bills, bank correspondence, and rental agreements.
Document checklist for a legal entity
For a legal entity, the documentation must also be gathered in a single PDF and in the required order:
- CNPJ registration card;
- racial or disability self-declaration if the proposal will compete for quota places;
- articles of incorporation and subsequent amendments, such as registered bylaws or corporate agreement;
- for a MEI, the Microentrepreneur Status Certificate;
- when applicable, documents proving election and appointment of administrators;
- official identity document for the legal representative or representatives, showing RG, CPF, and photo;
- proof of a CNAE code compatible with the purpose of the notice;
- proof that the entity has been headquartered in Cotia for at least one year;
- current proof of headquarters in Cotia, dated no earlier than the month before the application.
Project files and information that should also be ready
The application goes beyond personal or corporate documents. The Annex II form constitutes the project itself and requests information and attachments that should be prepared in advance. These include:
- project name and artistic field;
- selection of one of the five modules;
- project presentation, relevance, goals, and action strategies;
- planned locations, implementation period, and audience profile;
- implementation schedule in PDF, following Annex XI;
- detailed budget in PDF, following Annex IV;
- identification of complementary funding sources if the total project budget exceeds the chosen module amount;
- justification for equipment purchases, when applicable;
- applicant portfolio in PDF;
- technical sheet listing participants, CPF, and role, plus a brief CV for the main team members, subject to the limit stated in the form;
- signed participation commitment forms for the people listed in the technical sheet, combined into a single PDF according to Annex XII;
- access democratization plan;
- accessibility measures planned for the project, which must be consistent with the budget when they generate costs.
The portfolio deserves special attention because the notice requires proof of continuous cultural activity and also evaluates the applicant's track record during the selection stage. Organize materials that clearly identify your work, such as project records, programs, photographs, publications, links, or other relevant evidence.
How to apply and where to find the annexes
The application is submitted through the online form specified in Notice 03/2026. Before starting, consult the official notice download page and Cotia's Culture Laws and Documents page, where annexes such as the budget template, schedule, declarations, and participation commitment form are available.
Because the form combines data fields and file uploads, the safest approach is to create a folder with the final PDFs, give them clear filenames, and review the required order. After submission, the notice does not provide for corrections, replacements, or resubmission of application documents.
