September 29 pre-install does not unlock the game
Xbox Wire says pre-install starts on September 29 at 12:00 p.m. Brasília time on Xbox Series X|S, Xbox on PC, and Steam. This stage lets players prepare the game files before the software is unlocked. Anyone who finishes the download on the 29th still has to wait for the window that applies to their edition or subscription.
Pre-install is useful because it separates download time from unlock time. It does not change the account license and does not turn the Standard Edition into early access.
October 1 early access is a Premium Edition benefit

This means an eligible subscriber to those plans does not need to buy the Standard Edition to start on launch day. The October 1 window, however, depends on the Premium Edition benefit rather than the regular subscription entitlement that provides the game on October 6.

Platform and subscription must be checked separately
