The National Culture System Platform (SNC) is temporarily offline from September 21 through October 14, 2026. Brazil's Ministry of Culture (MinC) said the interruption is needed for technical procedures to implement a new version and announced that access is expected to be normalized starting October 15. Because that date is still in the future, the return should be treated as the current official schedule, not as a reopening that has already been confirmed.

What is the downtime period

Through September 20, 2026Deadline recommended by MinC for bringing forward necessary consultations and procedures. This date has already passed.
September 21 through October 14, 2026SNC Platform temporarily unavailable.Do not rely on access or platform operations during maintenance.
Starting October 15, 2026Return of the new platform scheduled by MinC.Confirm normalization on the SNC website itself before starting registrations or updates.

The MinC notice specifically states that data updates and the registration of new municipalities are unavailable during the suspension. The maintenance page on the SNC Platform itself is broader and says that users will not be able to access or perform operations on the platform from September 21 through October 14.

What is unavailable during maintenance

ActivityStatus from Sep. 21 to Oct. 14
Accessing the SNC PlatformUnavailable, according to the notice displayed on the system itself.
Updating municipality dataUnavailable, according to the MinC notice.
Registering a new municipality in the SNCUnavailable, according to the MinC notice.
Other operations that depend on the platformThey should not be treated as available while the maintenance notice remains active, because the platform page states that both access and operations are suspended.

What municipal managers may resume starting October 15

If normalization occurs on the announced date, managers and registration officers will be able to use the platform again for SNC procedures. In institutional guidance published by MinC, the integration workflow includes creating a user by sending an official letter, registering or updating municipality data, completing institutional information, issuing the Federative Cooperation Agreement and the Request for Integration into the SNC, obtaining the mayor's signature, and sending the documentation to the Ministry.

Because the suspension was announced specifically for implementation of a new version, the sequence of screens, menu names, or operational details may change. Starting October 15, the safest reference will therefore be the workflow actually presented by the reopened platform and any updated guidance issued by MinC.

How to check whether the service is actually back

  1. Visit snc.cultura.gov.br starting October 15.
  2. Check whether the temporary suspension notice has been removed and whether the new platform or access area is available.
  3. Before making an urgent registration or update, check whether MinC has published a new notice changing the date or providing instructions for the new version.
  4. If the system remains unavailable or there is uncertainty about the procedure, use the official SNC support channels.

This verification matters because MinC announced October 15 as the normalization date, but confirmation that the environment is operational can only be made once that date arrives.

SNC support channels

The Ministry of Culture provides two contacts for questions about the suspension and platform procedures: email snc@cultura.gov.br and telephone +55 (61) 2024-2288.

In summary

For municipal managers, the key point is to separate the maintenance window from the announced return date. Through October 14, the SNC Platform should not be treated as an available channel for registrations, updates, or other operations. Starting October 15, MinC expects the new platform to be operating, at which point responsible staff may resume registration and update workflows after confirming normalization on the official website.
